Pavement Management Program

Cranston, Rhode Island

BETA worked with the City of Cranston to develop a Pavement Management System for its 314-mile roadway network. The program was developed utilizing BETA’s customized Microsoft Access application. To assist with capital improvement planning (CIP), BETA personnel collected pavement condition data (distresses) by inspecting and analyzing each roadway segment. The following provides a brief description of the programs functionality.

  • Establish Roadway Inventory – Obtain the City’s most current Roadway Inventory File and import it into ArcGIS
  • Field Inspection Program – Visual inspection of all City-owned roadways; intersection to intersection (314 Miles). This included identifying the segment’s distress type (alligator cracking, depressions, potholes, etc.), severity (low, moderate, high), and extent (0 – 100%)
  • Capital Improvement Planning – BETA provided Newport with a 3-year CIP, which included roadway repair methods, budgetary allowances, and a prioritized project schedule
  • System Installation & Training – Two four (4) hour sessions were held to Install the Pavement Management Program as well as perform training for DPW Staff
  • Project Deliverables – To go along with the pavement data elements, is a report summarizing the system findings of the pavement, which includes data collection methodologies, existing pavement, and programming/budgeting options
