Licensed Site Professional Services
Taunton, Massachusetts
Since 2007, BETA has provided Licensed Site Professional (LSP) services for the City of Taunton at various properties owned by the City and at projects around the City near privately-owned contaminated properties. These services have included numerous response actions under the Massachusetts Department of Environmental Protection’s (MassDEP’s) Massachusetts Contingency Plan (MCP, 310 CMR 40.0000 et seq.). Specifically, these projects have included:
- LSP services at the City’s new City Hall project including initial assessment, hazardous building materials, removal of two USTs, addressing petroleum contaminated soil, urban fill issues, soil management, assisting the OPM in managing the site contractor, MCP response actions, and budget management.
- Semi-annual compliance monitoring and reporting for a Class C Response Action Outcome (RAO) at the City’s Department of Public Works (DPW) facility. This monitoring includes sampling of groundwater and indoor air and annual evaluation of a sub-slab depressurization system.
- Semi-annual compliance monitoring and reporting for a closed landfill cell that DPW uses for an equipment storage yard. This monitoring includes sampling of groundwater, surface water, and landfill gases.
- Oversight of the removal of two gasoline underground storage tanks (USTs) at a property the City acquired for the nonpayment of taxes under a federal leaking UST removal grant.
- Implementation of an Immediate Response Action due to an exceedance of a MassDEP 72-hour reporting threshold.
- Oversight and implementation of numerous Utility-Related Abatement Measures (URAMs) for sewer separation and installation projects around the City. These projects typically include oversight, soil management, dewatering permitting and sampling, preparation of Bills of Lading for disposal of excess soils, and preparation and submittal of appropriate MassDEP submittals.
- Retraction of an existing Response Action Outcome (RAO) with an Activity and Use Limitation (AUL) after a MassDEP Audit (the original filing was prepared by a previous LSP). BETA conducted additional response actions including soil removal in the vicinity of two former USTs and filed a new RAO without an AUL for this facility.
- Additional investigations at a City owned property that had defaulted to Tier ID. The property had been used for the dumping of tannery waste. The results of the additional investigation allowed the City to file an RAO for the property.
- Numerous technical reviews of contaminated properties around the City to make determinations of the potential for these properties to affect planned infrastructure improvement projects.
