Bridge Capital Improvement Plans
North Attleboro and Uxbridge, Massachusetts
BETA was retained by the Towns of Uxbridge and North Attleboro to prepare bridge Capital Improvement Plans for their town-owned bridges and culverts. The purpose of the Plans was to prioritize each of the Town’s structures so that they can plan and budget their future capital spending to address replacement and/or rehabilitation needs. The North Attleboro project was an update to a Capital Improvement Plan originally prepared by BETA ten years earlier.
BETA performed the inspections and evaluations of 18 town-owned bridges and culverts in North Attleboro and 26 town-owned bridges and culverts in Uxbridge. The projects included research of all available documentation, including previous inspection reports, rating reports, and construction documents held by the Towns and MassDOT.
The Plans catalogued the deficiencies uncovered during the inspection process and included sketches of each structure showing its geometry and the locations of deterioration. The Plans prioritized the deficiencies in the suggested order they be addressed, and presented estimated rehabilitation or replacement costs. Based on the Plans’ findings, emergency repairs were conducted to stabilize two bridges within the Town of North Attleboro, and the immediate closing of one bridge in Uxbridge.
The Towns have started to use these comprehensive Plans as a basis for their capital budgeting and for the rehabilitation of their highest priority structures.
