Phil has over 38 years of professional experience in the civil engineering field. He has been responsible for many diverse site development, transportation, stormwater management, and utility projects for both public and private sectors. He has extensive experience in designing, analyzing, inspecting, and permitting stormwater management systems and has expert knowledge of the latest state and federal regulations, environmental requirements, and sustainable design principles. Phil is adept at providing stormwater management Low Impact Development (LID) techniques and Best Management Practice (BMP) retrofits for site development, roadway, parks, and environmental engineering projects to meet various site constraints, conditions, and water quality issues.
Phil provides complete municipal separate storm sewer (MS4) compliance services to our Massachusetts clients. He developed a compliance evaluation program that includes matching a town’s resources with the requirements of the permit and developing a 10-year schedule and budget plan. Subsequently, Phil then works with the client to service their specific MS4 task needs to keep them in compliance.
Additionally, Phil provides town-wide stormwater system evaluations, flood mitigation, and capital project planning services that facilitate improvements to address climate changes, flooding issues, and hazard mitigation preparations.
