In his role as Vice President, Jay brings strong municipal infrastructure design and management expertise from his nearly 40 years of experience in the public and private sectors. He is thoroughly familiar with all aspects of civil, site, utility, roadway engineering, estimating, and construction inspection with an emphasis on project management and contracting methods.
Jay managed the Infrastructure Management System (IMS) utilized by the City of Hartford, Connecticut for many years. He has also been responsible for the complete design and/or served as a project manager for more than a dozen Connecticut Department of Transportation projects during his career, specializing in state and municipal arterial and local road design and pavement management rehabilitation methods and techniques. Jay has also designed and managed the construction of several public park projects, streetscapes, and athletic field improvement projects over his career.
Jay holds a BS in Civil Engineering from Roger Williams University. He holds a LEED AP registration and is a member of the American Public Works Association, as well as a past Director of Membership for Connecticut ITS.
