Pavement Management Program

Newington, Connecticut

The Town of Newington retained BETA to develop a customized Pavement Management Program (PMP) for its 105 mile roadway network. This system provides Newington with the opportunity to synthesize pavement condition data with other descriptive information on a host of related roadway elements such as drainage and sidewalks, and to assist with capital improvement planning (CIP).

All of the functions of the PMP are run from a main switchboard dialog box. From this switchboard, users can access specialized forms for entering pavement inventory data, modify the Road Surface Rating (RSR) calculation parameters, and enter possible repair methods and budgeting information. Users can also access reports directly from the main switchboard. Reports can be sorted by a variety of parameters, and can be customized to the needs of each individual user. An example of report customization is the report created for Newington that showed the calculated repair methods by roadway classification.

The RSR was developed as a way to simplify the categorization of roadway conditions. The RSR is based solely on the severity and extent of the distresses present in the roadway.

The final deliverable for this project, in addition to the pavement data elements, was a report that summarized the system findings of the pavement (105 miles). This included presenting information related to software capabilities, data collection methodologies, existing pavement and programming/budgeting options. Although sidewalk inspections were not performed during the roadway inspections, BETA’s customized application was formatted to allow the Town to perform these inspections.
