BETA provided the Town of Wellesley, Department of Public Works, and Municipal Light Plan (DPW/MLP) with engineering and environmental consulting support for the construction of a new DPW/MLP garage and associated facilities. The project site is the location of the current DPW/MLP garage and a former municipal solid waste incinerator. Previous studies had identified PCB concentrations in excess of the Toxic Substances Control Act (TSCA) regulatory threshold of 50 parts per million (ppm) polychlorinated biphenyls (PCBs). BETA designed and completed a comprehensive soil sampling program that served to assess soil for preconstruction purposes and form compliance with EPA TSCA and Massachusetts Contingency Plan regulations. The project included the design of an engineered barrier at the site to prevent exposure to PCB contaminated soil. The engineered barrier consisted of a permeable geotextile membrane overlain by one foot of sandy gravel and process asphalt, one foot of roadway sub-base materials (crushed stone), and a base course for a proposed road/parking lot. A warning barrier was placed over the soil separator within the granular fill. BETA concurrently prepared contract documents and provided bid assistance services for the excavation of PCB contaminated soil. BETA assisted the Wellesley DPW/MLP in obtaining bids to remove contaminated soil and backfill with clean granular materials.

BETA provided LSP services for two releases at the Site: the PCB and ash-related contaminants in site fill described above and one in response to the discovery of an abandoned gasoline UST at the Site. BETA was able to complete a Response Action Outcome report for the UST release and prepared a Release Abatement Measure Plan for the contaminated fill describing the proposed excavation and capping of the area BETA had delineated. This was followed by a Tier Classification submittal documenting the Site’s classification as a Tier II (i.e., lower risk) release. An Activity and Use Limitation was then prepared and filed with the Registry of Deeds.
